Neighbors are always loud! Why?! Why is this?!?

My neighbor has taken it upon himself to move, seemingly, all of his furniture in the middle of the afternoon on a Thursday. He knows I work from home. Most of us do. Why are all neighbors like this? This sort of things happens literally everywhere I've lived. Why. Whyyyyyy.
